The author's definition of the term 'deshadowing of the economy' is given. Main causes of the shadow economy of Ukraine are highlighted. It is proven that during global economic transformation processes the primary cause of the shadow economy is the imperfection of institutional environment. The combined assessment of the current trends of the shadow processes in state budget of Ukraine is conducted. The main factors that slack the deshadowing processes in budget sphere of Ukraine are analyzed. The tight correlation between shadow processes in state budget, political cycles and budget deficit is discovered. The global international experience in economic and financial deshadowing is explored. The possibility of its implementation into Ukrainian economic realities is analyzed. Prior vectors for the national deshadowing policy are proposed.
