In the thesis work presented fundamentally new in the organization of construction tools organizational and technological design lifecycle socially significant construction projects in water and sanitation, taking into account that deposits such projects can lead to systemic destruction in the communal area of large cities and even to technological disasters. Based synthesis tools created instruments applied construction management, risk management, graph theory and graphical visualization of functional cost analysis, cluster grouping, structural and process-oriented models.
