Volkovskyi I. The financial potential of local self-governance (by the example of the capital of Ukraine - Kyiv city)

This dissertation is devoted to the research of theoretical and methodological bases of formation the financial potential of local government in the capital city. The essence the financial potential of local self-governance and it's components have been described. It has been analyzed the theoretical concepts of local self-government functioning and considered leading role of its financial independence, which is possible by presence of sufficient financial potential. The analytical assessment of formation financial resource's formation by local authorities in Kyiv has been done. In particular, it has been analyzed factors, that affects on the formation of budget potential of local self-governance and financial potential of the local economy of Kyiv city. The financial features of Kyiv's functions as a capital city have been detected. The author proposed the main ways for growth and efficient functioning of the financial potential of local self-governance in Kyiv city. The steps for strengthening local government financial resources in Kyiv city are: optimization the structure of local budget revenues; the intensification of relations of municipal-private partnership for the enterprises of the local economy; creating municipal fiscal cadaster; restoring and creating budgets of districts and neighborhoods of the city.
