Khamula P. Law enforcement bodies in the system of public authorities.

The paper presents a comprehensive description of the system of law enforcement bodies. It includes law enforcement agencies; control (jurisdictional) executive bodies; bodies of the Constitution control and state control. The author has formulated concept of law enforcement bodies as bodies for which the law enforcement function is the main. These bodies exercise powers to protect human rights and freedoms and law enforcement, they have the right to legal compulsion which leads to the peculiarities of their status. In general, law enforcement agencies are characterized by such features: a law enforcement agency is a public authority; an authority on the use of state coercion; the implementation of special authority to implement the law enforcement functions of the state as the purpose and the main activity carried out on a professional basis; the need for special material, technical and staffing activities (weapons, non-lethal weapons, forensic equipment); special requirements and restrictions on personnel, a special procedure for the selection and retention, liability, additional safeguards activities).
