Object: the local government in Ukraine.the process of the on-boarding system at an enterprise. The purpose of research is to develop theoretical principles and practical recommendations concerning formation of the on-boarding system at an enterprise. The study used the following scientific methods: formalization and abstracting; interdependence of specific and abstract; logic and semantic; analysis and synthesis; classification, structural and functional analysis; system approach; historical, statistical and comparative methods, method of generalization of empiric data. For the first time the model of formation of the on-boarding system at an enterprise is developed as a tool allowing to consider the whole complex of the external and internal factors influencing the enterprise, to choose respective strategy of the integration of the process of on-boarding into human resources management system of an enterprise as well as to select optimal under specific circumstances set of methods and tools of the on-boarding.
