Scientific views, national legislation and international experience of legal regulation of the employment on a competitive basis have been analyzed. It has been proved that competition at employment in the modern sense is a way to establish professional competence of individuals which is a special order of selection of the most suitable candidates to the appropriate position (work) held by a collective body or an employer by defining the knowledge and skills of persons under established rules to ensure objective evaluation of professional training of potential employees and competent recruitment management. Grounded competition in hiring seen in broad and narrow sense.
