Essay

The dissertation provides insight into the essence of personnel mechanism of creation of positive image of the state, explores the framework of concepts and categories, carries out the comparative analysis of personnel mechanism of creation of positive image of Ukrainian state, of former Soviet Union republics and of developed democracies. A fundamentally new model for the creation of positive image of the state is suggested, which substantiates the necessity for the application of personnel mechanism for the selection and evaluation of personal and professional qualities, specialized training of senior civil servants.
