Improving of theoretical statement, methodical bases and developing of practical recommendations for ensuring financial stability of local budgets in circumstance of decentralization of financial resources are goals. The object of research is the process of forming and using of financial resources of local budgets to deepen of processes of decentralization of financial resources. In the thesis theoretical generalization and solving urgent scientific problems related to ensuring the stability of local budgets under decentralization of financial recourses are provided. The essence category decentralization of financial resources as an integrated concept is developed. Decentralized structure of financial recourses, which includes budgetary and fiscal decentralization is grounded. Methodical approach to the assessment of the decentralization of financial resources of local budgets indicators which describe the socio-economic development of the region, the structure of revenues and expenditures of local budgets and the level of financial stability of local budgets are improved. The system of threshold values of financial sustainability of local budgets is grounded. The system of integrated assessment of financial stability of local budgets, taking into account changes in budget legalization is formed.
