A research object is a process of monitoring and routing of telephone MCT. A research purpose is an improvement of ASCRM due to creation of subsystem of monitoring and routing of telephone MCT, which will decrease time of passage of telephone MCT, will provide the increase of actual carrying capacity of roadnet of cities and will minimize the problem of congestions. First for the evaluation of financial viability of creation or perfection of ASCRM put and untied task of optimization on the criterion of a maximum of middle efficiency for the assured time of exploitation in the conditions of the limited assignations. The method of a multistage routing got subsequent development for diminishing of time on the decision of tasks the optimum routing in large and more large cities after the criterion of a minimum of time of passage of routes telephone MCT. The offered method and calculation correlations for monitoring of parameters of transport streams allow to apply him in detectors and in the tasks of monitoring of transport streams with other setting. The offered method of monitoring is suitable for the exact prognosis of development and state of work-load and razgruzhennosti crossings. The offered perfection of a multistage method is intended for reduction of checkout optimum routes in the network of city for any multi-directional tasks routing which use information about a category or quality of roads. The use of new detectors and ASCRM does possible the centralized capture of statistical data of work-load of crossings.
