In the dissertation are substantiated the fundamentals of financial provision of remuneration of labour in general education establishments by implementing institution of comprehensive assessment of staff position. Have been developed statements of planning budget expenditures wages for general education establishments employees considering amount of teaching load, type of activity, level of professional education, qualifications and work experience. Summarized and structured approaches to the functioning and financial support of general secondary education system in developed and transitional economies. Were defined priority directions of the state policy in the field of financial provision of secondary schools in the medium term. Were improved approaches concerning substantiating the main functions of salaries in the system of financial provision field of secondary education; the institutional foundations of financial relations in wages in general secondary education; mechanisms of financial provision wages in general educational institutions in set of using performance indicators of managers of budgetary funds, the list of qualifying categories of teaching staff, which are given to the results of certification and implementation bonuses and additional payments to salaries for the implementation of new types and amounts of educational work.
