These is provides complex historical analysis of legal principles of statutory compliance in USSR militia (1919 - first half of 1941) based on the study of statutory acts archived documents and relevant materials. Author analyzed the content of statutory acts of the highest state authorities and law enforcement legal acts aimed at statutory compliance in militia. Offence committed by the law enforcement officers and countering measures are investigated along with the pecularities of recruitment policy in law enforcement agencies.
