Essay

The object is the growth processes of state-private partnership (SPP) in the system of institutional development of the national economy. The aim is the theoretical-methodical argumentation and giving scientific-practical recommendations for implementation and development of the SPP mechanism in the system of institutional architectonics of the Ukrainian economy. The methods include the theoretical generalization, comparison, morphological analysis, systems analysis, comparative analysis, statistical analysis, economic-mathematical method, and normative-legal monitoring. The results imply the suggestions for the improvement of the SPP mechanism which gives opportunities to apply new practical methods during the organization of partnership models of the state and private companies for contributing to a competitive growth of the national economy. The novelty of this study means that the model of managerial decisions for the participating in the SPP projects is originally applied, moreover, the model aims to optimize the distribution of financial risks among the participants. It is improved the interpretation of the notion of "state-private partnership" which, apart from already existing ones, defines the notion as the collaboration of the state, private sector entities, and public institutes in different social-economic spheres for the important public and prior to the state projects' realization on condition of political institution support of the state, unifying the resources of the participants, distribution of the risks between the partners, and relationship' transparency and equality to guarantee the effective economic growth. The approaches to identification of SPP mechanism in the system of institution architectonics of the national economy are modernized. Conceptual implementing principles of state-private partnership development as a constituent of modernized growth of the economy are defined. It is improved the organizational model of managing a project of SPP on the terms of the concession which, unlike the traditional mechanism of project management, denotes forming of new processes. A leasing mechanism in the system of SPP is amplified, furthermore, the proposed one differs from the ordinary mechanism of leasing by the possibility of attaching to the SPP programs, attaching to the managerial decisions local authority committee (commissions) of credit obligations guarantees by the use of levers of influence on the effective obligation distribution. The systematization of SPP model according to the leading foreign experience and the possibility of applying its separate elements in Ukraine is offered. Correspondingly, the methods of analysis of premises of SPP implementation for the institutional environment of the national economy development and the assessment of its expected social-economic consequences for the country are constituted. Approaches to the argumentation of the necessity of SPP implementation in the basic sectors of the economy are subsequently offered. It is inculcated in the activity of Department of strategies and economic development of the Ministry of Agrarian Policy and Food of Ukraine, Department of regional economic development of Vinnytsya Regional State Administration, Department of economy of Tulchin district State Administration of the Vinnytsya region, Department of economy and investments of Vinnytsya city council, and also in an educational process of Vinnytsya educational-scientific institute of economics of Ternopil national economic university. A sphere of the use is the activity of the Ministry of Economic Development and Trade of Ukraine, the Ministry of Infrastructure of Ukraine and the Ministry of Regional Development, Building and Housing of Ukraine.
