Legal standards in the field of construction of optimum system of local government that states of the EU (Visegrad in particular) use in the practice are systematized. The process of constitution in the system of competences’ delimitation between the institutions of local government and public authorities in a country is analyzed. The influence of civil society on the effectiveness of local governments in the states of the Visegrad Group and Ukraine is considered. Political and institutional foundations of local government in Ukraine are studied.
