Essay

The dissertation investigates factors of economic development and the specific social conditions of their activation in the post-socialist society. Economic development is seen as the dialectical interaction of the processes of improving the technical base of the national production and the evolution of social institutions. The dissertation contains retrospective analysis on the relationship between economic growth, achieved in the Ukraine in the 2000s, and the characteristics of its socio-economic development. It is shown that the indicators of social development (in particular, the human development index and the index of global competitiveness of the economy) in Ukraine are characterized by significantly lower elasticity to changes in GDP and GDP per capita, than in many other post-socialist countries. Author tend to interpret the obtained results as a sign of low ability of Ukrainian society to use the additional revenues for the solution of actual development problems. Based on the foregoing, the author propose to perceive the main constraints on the development of Ukrainian society not in a lack of production capacity, but in the lack of effective incentives to using additional income for the improving of resource base for innovative economic development.
