Essay

The thesis proved developed and functional approaches to building human resources management strategy of agricultural enterprises in the context of the challenges of transformation of the environment. Conceptual framework for designing adaptive strategy for human resources management of agricultural enterprises, based on the implementation of the results of quantitative and qualitative analysis of factors determining trends in productivity of staff using monitoring tools improve its capabilities with regard to resources available for a specific period of time for activities. Methodical approach to complex estimation of human resources, taking into account the physical, socio-psychological, vocational qualification, moral, cultural, intellectual, innovative, proactive, creative and image components, and enables to define quality status and trends predict strategic development. The regularities of influence of farm relations in the changing efficiency of human resources through systematic account of state property, contract and industrial relations in the agricultural enterprise. Grounded methodological foundations identification of reserves to reduce labor costs by determining the relative degree of influence on the financial performance of agricultural enterprises using economic and mathematical methods. Developed scientific interpretation of the essence of the concept of "human resources management APC", which unlike existing regarded as socio-economic category, which brings together a set of related and general skills and competencies, and social characteristics of skilled workers engaged in or potentially can manage agrarian now a full-time basis. A scientific and methodical approach to the process of formation and reproduction of human resources, which, unlike the existing ones, takes into account the synergistic effect of the combination of the impact of demographic, educational, sociological, physiological, organizational, administrative, institutional and economic groups of factors. Formed algorithm efficient building information model of the Personnel Policy of the agricultural enterprise, which unlike existing conceptual model allows for adaptive management aimed at achieving the objectives of the company, updates the motivational needs of employees and limited labor market and legislation.
