The object of study: public administration in protecting the population in emergency situations. Objective: Characterization of government protection in emergency situations to identify ways of improving the system of public administration processes guaranteed to ensure an acceptable level of safety of the population in Ukraine. Methods: categorical and etymological analysis, historical, synchronous and diachronic, structural and functional comparative historical and comparative legal analysis, statistical and structural and systemic methods. Results are in the system for resolving current field of science "Public administration" task, namely -formulyuvanni and justification provisions, conclusions and recommendations that include theoretical foundations settle a scientific problem - characterization of government protection for public emergencies to identify ways of improving the system governance processes guaranteed to ensure an acceptable level of safety of the population in Ukraine.
