The hereby thesis has thoroughly explored and analysed an important research task, i.e the theoretical and methodologic justification of the conceptual principles of formation and development of the corporate culture in the framework of the local self-government reform in Ukraine (in particular, with the objective of the development of the territorial communities' cooperation (Intermunicipal Cooperation - IMC) as well as municipal consolidation). The reasons for outlinging the corporate culture as an object of the public administration science have been proved. The main characteristics of the corporate culture as a specific system of values are defined (i.e. it's goal, stages, principles and functions). It represents a complex system composed of a number of the sub-cultures.
