Theoretical aspects of the development in the state policy in the field of social children's well-being have been investigated, key principles and factors that stimulate the emergence and spread of negative phenomena in the children environment have been identified . Mechanisms of state and public influence on solving problems of social security, education, rehabilitation and social adaptation of children which are in difficult circumstances have been analysed.
