The thesis deals with complex research of municipal-legal responsibility of local councils, village, town and city heads, grounds and stages of its realization. The author ascertains methodology of studying municipal-legal responsibility, states the notion, features and principles of municipal-legal responsibility, reveals peculiarities of municipal-legal responsibility of local councils, village, town and city heads in Ukraine, analyses stages of municipal-legal responsibility of local councils, village, town and city heads: appearing, concretizing and realizing. Special attention is paid to the development of constitutional and legislative suggestions concerning improvement of the institute of municipal-legal responsibility of local councils, village, town and city heads.
