Thesis is devoted to the justification and development of theoretical and methodical positions and practical recommendations to improve the state regulatory policy in the sphere of administrative services. The essence, content and specific administrative services, supplemented by the existing principles of the state policy in the sphere of administrative services, marked the stages of development and direction of the state regulatory policy in the sphere of administrative services.The advantages of application of the process approach to the organization of administrative services, improved methodology to assess the situation, analyzed the experience of EU operations center providing administrative services to the organization of administrative services. Developed methodical approach to rationalization of the procedures of the organization of administrative services based on the process approach to management, the directions of the reform of sphere of administrative services, developed a methodical approach to organizational support to improve regulatory policies in the area of administrative services.
