Munko A. Improvement of local finances' management system in terms of government decentralization in Ukraine

The objective of research is to develop the theoretical positions and practical recommendations for improving the local finances' management system in terms of government decentralization in Ukraine. The object of research is the local finances' management processes. The subject of research is the conceptual positions and models for improving the local finances' management system in terms of decentralization in Ukraine. This dissertation contains the proposals of conceptual complex for improving local finances' management system, which allow realizing the measures and achieving the objectives of government decentralization in Ukraine. Structural and functional model of local finances' management system is developed, which includes nine functional blocks and four basic "growth points" of financial resources' volume. The management toolkit of local-self government is determined for municipal financial potential development and finances resources' generation, aimed on realizing the territory development projects.
