In the thesis the theoretical bases and scientific and methodological approaches to the formation of mortgage lending system and using of mortgage as a tool for social and economic development of the state are developed and improved. For comparison of price volatility in the real estate market with changes in real purchasing power of people there is proposed to use the integral index. Systematic approach in the development of bank mortgage lending strategy which allows to consider permanent changes in the mortgage segment are used.
