The theoretical synthesis of theoretical and methodological foundations of the welfare state, its formation and development in Ukraine and regulatory characteristics Ukraine as a social state. First thoroughly researched national traditions of charity and support systems, historical and legal conditions of the social ideas analyzes the formation and development of the welfare state in Ukraine, whereby defined and justified stages of the welfare state in Ukraine. The features and open problems implementing the concept of the welfare state in the constitutional law of Ukraine and the analysis of legal guarantees of the welfare state by Ukrainian legislation.
