Essay

Object - the executive as a political institution. The goal - to identify the basic characteristics of the process of institutionalization of executive power in Ukraine in the context of decentralization in political science terms. Methods - institutional, structural and functional, system, comparative concept of institutional transfers, the theory of asymmetric exchange, the concept of political rent and others. Theoretical and practical results - a complex analysis of the institutionalization of executive power in Ukraine in the context of decentralization, created a theoretical model of decentralization of executive power. Novelty - made politological explication of the process of institutionalization of executive power in Ukraine in the context of decentralization; the theoretical model of decentralization of executive power in Ukraine; clarified provisions concerning the principles and strategies of relations between the institutions of state and local governments; were further developed the argument that as a result of the decentralization process in Ukraine real powers are subject interest groups; the models of decentralization of executive power (for example, the UK, Germany and Poland). The degree of implementation - a theoretical model of decentralization of executive power in Ukraine, which reflects the specific conditions and the functioning of the interaction parameters of the process of decentralization. Scope - activities of government structures, political and social organizations and local governments.
