Fomina S. Voting as a stage of the electoral process in foreign countries: constitutional-legal aspect.

Thesis is devoted to the elucidation of the nature and content of the ballot as a stage of the electoral process, as well as the main approaches to the constitutional and legal regulation of the voting procedure in different regions of the world. The basic historical stages of development as the voting stage of the electoral process from antiquity to modern times are marked. The characteristics of voting in foreign countries, which give reason to say about the usefulness of this stage in the entire electoral process, are clarified. The internal structure of the stage of voting in elections is revealed. The basic models of constitutional and legal regulation of the stage of voting in elections, differing degrees of systematization of legal material are marked. The classification of the forms and methods of voting used in elections in foreign countries is done. The features of the constitutional-legal regulation of the stage of voting in the different regions of the world and the main trends of its development was analyzed. On the basis of generalization of positive foreign experience the changes and additions to the existing electoral legislation of Ukraine concerning the stage of voting are proposed.
