Grytsenko O. Fiscal regulation of innovative development in Ukraine

The essence of fiscal regulation of innovative development is revealed. The conceptual foundations of the mechanism of interaction of the budget and innovation policy based on the integration of a set of interrelated principles, forms, methods, tools, and levers of financial regulation during the formation process of a balanced system of the state socio-economic development priorities are proposed. The implementation experience of the financial measures aimed to stimulate the innovative activity in the countries with advanced and transitional economies is generalized and systematized. The approaches to the formation of a budgetary regulation mechanism of innovation processes, including its functional adaptation to the institutional changes of the innovation system, as well as the endogenous and exogenous environment of its participants are developed. The basic directions to improve the innovative capacity of the budget policy over the medium term are grounded. The statements on the establishment of the national public-private partnership as the main direction of optimization of the financial support system of innovative development, providing for the consolidation of the financial resources of economic agents; the approaches to the development of the institutional framework of budgetary regulation of innovation processes, considering the state priorities of innovative development and constantly changing economic conjuncture are improved.
