Omarova A. Legal Status of Ukrainian SSR in the Period of Perestroika (1985-1991).

In the work on the basis of study of scientific literature, legal and other enactments a comprehensive research was performed in legal status of Ukrainian SSR in the period of perestroika. Historical legal analysis was done of constitutional and international legal status of Ukrainian SSR before commencement of perestroika. The process of Ukrainian SSR sovereignty limitation before 1985 was traced. Positive and negative aspects of Ukrainian SSR international legal personality were specified. Constitutional and other enactments of 1985 - 1991 were analyzed which expanded powers of Union Republics. The process of Ukraine State Sovereignty Declaration adoption, its clauses and legal implementation of its norms was studied. Legal status of Ukrainian SSR under four drafts of Union Covenant was compared. A new vision was proposed of legal status of Ukrainian SSR in 1985 - 1991, application of country's experience of state and law formation was advised during the current constitutional reform.
