The work is devoted to complex research of key predictors of problems, trends, especially involving of offshore jurisdictions to restructure the entities' assets in the system of optimization of government and non-public (private) sector in the context of the economic and legal regulation in the deoffshorization conditions. Determined the system and structure of state authorities that provide the protection of business entities during restructuring of their assets, analyzed the nature and content of economic and legal responsibility among the grounds of legal liability for violations of the law during this activity.
