Within the dissertation the doctrinal provisions concerning penal policy and its implementing mechanism are analyzed; the model of this mechanism is worked out; the ways of improvement of penal legislation and its implementation practice at present stage of Ukrainian statehood are designated. The problems of securing effective implementation of Ukrainian penal policy are ascertained; the structure of Ukrainian penal policy implementing mechanism is established. Special attention is drawn to research of institutional particularities of reforming the present Ukrainian penal policy.
