Stadnychenko T. Improvement of the authorities' norm-setting activities in the public administration modernization

The thesis is dedicated to study of the bases of improvement of standard-setting activities of the authorities in the public administration modernization. A content of the institutional concept of public administration modernization is proved, that in organizational legal and administrative political sense is the content of mandatory rules, procedures and principles of law realization in the public administration, law-making acts of the state authorities and local governments. It is proved that an important factor of modernization of public administration is the complex of norms, rules and procedures governing the exercise of authority. The definitions of "authority", "rule-making", "public administration" and others are specified. The scientific approaches to the definition of the content of the rule-making as a function of the state are improved. The concept of improvement of the authorities' norm-setting activities in the public administration modernization is proposed.
