Essay

This dissertation is focused on the organization of territorial governance and the relationship between local self-governments in the federal state of Brandenburg. The theoretical and legal foundations of the system of community's self-government were described. The status of the community council and its structural parts were analyzed in details. The relationship of the mayor with the council and the main committee in the context of the model "council - mayor with dual management center" was studied. The mechanism of attracting community residents to participate in solving the cases of local importance was analyzed. The mechanism of neighbourhood communities' management in Brandenburg and the possibility of its use in integrated communities in Ukraine were analyzed. The prospects of joint management of several communities in Ukraine through the mechanism of voluntary association were described. Based on the positive experience of communities in Brandenburg, proposals to improve the system of local self-governments and their relations in Ukraine were worked out.
