Aleksieieva N. The financing of public needs: the European experience and Ukrainian prospects

The paper reveals the theoretical approaches to the interpretation of the concept of "need" through its definition in the narrow and broad sense. The author's understanding of the concepts of "public need", "public interest" was formulated, their characteristics were highlighted. A system of criteria of needs and public needs was developed. A study of the advantages and disadvantages of options for public needs financing alternative to government was held using an example of France. The problems of debt finance in France were studied. The author defined the conditions of the satisfaction, saturation of public needs. Dissertator proposed the approaches to evaluation of public needs level of satisfaction. The author formulated solutions to the problems in the budget financing of public needs. The scope of the key "bottlenecks" in the process of strategic and tactical management was set. Versions of prioritizing in the public needs financing, approaches to determining the value of public goods were developed. To assess the level of satisfaction of public needs dissertator clarified the French experience in evaluation of the effectiveness of public action regarding determination of the implementation level of budget programs and social progress indicators. The author revealed the French experience in the public debt management, substantiated the importance of its use in Ukraine. In light of the problems of chronic budget shortfalls, alternative sources of financing were considered.
