Apostoliuk O. State financial policy for support of small business development

We have proposed a structural-functional model of state financial support for small business based on the interaction and complementarity of applied instruments. The following model includes the transformation of its institutional and functional components, the harmonization of business interests and those of the society, the increase of effectiveness of state and regional programs for small business development, the implementation of positive foreign experience in the area of small business support, interdependence of support tools and socio-economic development of the state. We have developed the scientific approaches to understanding the essence of state financial support for small business development as a component of the state financial policy. Also the classification of the state financial policy for small business support is developed. Author focuses on the development of the state financial policy for small business support in the direction of the application financial instruments of indirect support. We have improved the institutional basis of the state financial support for small businesses. The research develops the approaches to the tax regulation of small business. The statements relative to the priorities of the state financial policy to encourage the development of small innovative business in Ukraine are improved. These statements take into account the characteristics of innovation activities of small businesses, the need to strengthen ties between the state, science and business sector.
