Essay

The thesis is dedicated to study of the evolution of the electoral system in Ukraine during 1917-1939, as its ethnic territories were not consolidated in a single state, and were both part of the Soviet Union (USSR) and of other European countries (Austria-Hungary, Romania, Poland, Czechoslovakia). Within spatial and chronological limits defined by the thesis subject, the author explicates the organizational and legal principles of establishment and the political and legal conditions for the functioning of the electoral system in Ukraine in the interwar period; the author reveals the common and different features, general and particular characteristics within the course of its evolution both at the territory of Soviet Ukraine and constitutional and legal framework of other states, comprising Ukrainian territories. Dynamics is reflected by types of attributes adopted in a theoretical and constitutional and legal science; there is also provided the stratification of electoral systems used in Ukraine in 1917-1939; there are revealed the reasons causing a certain selection of a domestic or foreign legislator.
