In this dissertation a comprehensive theoretical analysis of the monetary value of land in the urban system at the present stage of development of the country are conducted, improving its methodological foundations and evaluation of environmental and economic effectiveness of monetary value of land settlements mechanism under market conditions. The analysis of the theoretical foundations of ground rent and features of its formation in the conditions of urbanization. The value of land on urban systems and approaches to its definition in the market conditions are investigated. International experience in valuation of land within urban areas and the historical background of land evaluation settlements in Ukraine is analyzed. The questions of privatization and land demarcation of lands of state and municipal property as a prerequisite for improving the approaches to their assessment. The problems of monetary valuation of land settlements in Ukraine, in particular, information support assessment, methodological support assessment and evaluation indicators for the fiscal and regulatory purposes. The features of the monitoring indicators of monetary value of land settlements. When covering directions of improvement of methodical bases of monetary value of land settlements, namely modeling standards capitalized rental income, the rationale of the system of corrective coefficients and the legal mechanism of the evaluation. A mathematical modeling of economic-capitalized standards of rental income, the proposed integration of the land evaluation system of settlements in the information system of the State Land Cadaster, and carried out testing and evaluation of the effectiveness of improving the monetary valuation of land in the settlements of different status. Formulated prospects for improving the methodology for determining the standards of capitalized rental income based on land market monitoring data.
