Bezugly D. Project-oriented management for strategic development of territorial communities

The paper deals with the developed complex of scientific principles of the methodological and coordinating base of project-oriented management of the processes of strategic development of territorial communities. The influence of decentralization on the effectiveness of local self-government is considered and the urgency of the implementation of such a result-oriented tool of program-target management as projects is demonstrated. The state of quality of project activity of the first amalgamated communities is studied and problematic aspects of the readiness of the local self-government bodies to project activities are determined. The classification signs to organize the totality of projects, and differentiated approaches to study the viability of the different groups of projects are suggested. The content of the project's conception is structured, methodological and technological base of its development is improved. The four-layer model of project maturity of self-government bodies (the initial level, the base level of the managed processes, the level of improvement and development) is proved, a comprehensive description of the levels of project maturity of the local self-government bodies is formed. The organizational form of the creation of the regional project office is recommended and its functions are defined.
