Essay

The object of research is a public-institutional system of post-Soviet countries, the subject of study - capacity power-political institutions of the post-Soviet states. The aim of the study is to analyze the state of the phenomenon and the role of state institutions in the development of political systems in the countries of post-Soviet space and the search for effective tools to study the strength and effectiveness of public institutions in these countries. The research methodology is based on a combination of scientific approaches and principles of a comprehensive and integrated analysis of the problem of capacity in the public institute sequence principles, the unity of theory and practice, objectivity and systematic. The thesis is dedicated to the research of state institutes and the processes of destruction of their capacity in the post-Soviet countries. An author’s definition of the capacity of state institutes’ concept is shown in thesis. In addition, de-formalization of state institutes’ concept has been developed, and the post-Soviet state concept as an instrument of research of state-political transformation has been put forward.
