Krasilnyk O. Modernization of financing public higher education institutions of Ukraine.

The research examines the sources of public funding and non-state funding higher education institutions in Ukraine. Public higher education institutions acutely feel the lack of financial resources. Tuition fees at public higher education institutions are calculated according to the requirements of the budget legislation. Higher education institutions need to give special attention to financial planning, optimization of financing sources and expenditures. It is necessary to reform the models, methods and forms of financing higher education institutions. The research describes the constituent elements of institutional ensuring of public higher education institutions and defines this components that impact on generating and using financial resources of higher education institutions. The analysis summarizes the experience of foreign countries and establishes the impact of autonomy of HEI on their development. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The thesis brings practical advices on ways to modernize and develop financing public higher education institutions of Ukraine.
