The thesis deals with improvement of theoretical principles of criminal law as regards liability for hooliganism related to resistance to representative of government or the public who performs the duties of public order maintenance or other citizens who stop bullying, elaboration of scientifically based recommendations to improve relevant legal provisions and practice. There are proposals to improve disposition and sanctions of part 3 of art. 296 of the Criminal Code of Ukraine.
