Shtefan V. The legal status of urban settlements of Ukraine.

The dissertation presents general characteristics of the legal status of urban settlements in Ukraine, examines their views, the competence of state authorities, authorities of the Autonomous Republic of Crimea and local governments in addressing issues related to the definition and changes the status of urban settlements. The question of improving the status of urban settlements, in particular, the order assigning inhabited localities to the appropriate category, the procedure of villages and towns in other localities, order issues on establishing and changing boundaries of cities and towns, the procedure name and rename urban settlements of Ukraine. The concepts of "urban settlement" the peculiarities of its status was analyzed. The conclusion is that the actual content of the legal status of urban settlements of Ukraine is a special legal status of administrative-territorial units of Ukraine, settled by the Constitution and laws of Ukraine, due to the specific properties of the corresponding settlements as a subject of rights, within which are formed and operate government and local self-government. The state of the Ukrainian legislation defining the legal status of urban settlements, and identified criteria for classifying settlements as urban areas.
