Essay

The thesis defines conceptual approaches to the analysis of the development of the pension system as an actual problem of theory and practice. It is substantiated, that one of the important indicators of the perfection of the social sphere of the country is the pension system, which plays a decisive role in the socio-political life of the country, influencing the formation and redistribution of certain financial receipts, which leads to the need for its continuous improvement. The essential characteristics and basic concepts of research are specified as "pension system", "pension", "pension provision" and "pension insurance". The principles of construction of pension provision and their correlation with general legal and cross-sectoral principles are considered. The historiography of the pension system is given from the ancient times to the times of Ukraine's independence. Methodological features of the analysis of the pension system in Ukraine and a group of information sources needed for the study are identified. The study of legislative conditions for the development of the pension system made it possible to identify the stages in the development of Ukraine's pension system. The structure of the institutional infrastructure of the pension system has been determined. It is stressed, that the institutional development of the pension system is a change in its institutional structure, which leads to an increase in its effectiveness. The list of components of the institutional infrastructure of the pension system is substantiated. The concept of "institutional unit" is introduced, which means an organizational element that is able to own resources, make commitments, take part in economic activities and carry out operations with other units. The analyses of foreign experience of pension systems made it possible to identify the current trends of pension systems. Based on the analysis of the development of pension systems, the following trends in their development have been singled out: strengthening the influence of world non-state associations and weakening the influence of the state on the implementation of social protection. The thesis offers recommendations on ways of further development of Ukraine's state pension system. Since modernization of the pension system is impossible without interaction with other institutions, the study has developed an institutional matrix for the development of the pension system, the adequate filling of which will create conditions for the optimal functioning of the pension system. In a changing environment, information-analytical activities acquire special relevance within the pension system, which allows to solve the problem adequately and efficiently monitor, manage and analyze the endless flow of information. As a result, the methodological study of the concept of creation of information-analytical system capable of providing informational, technological and analytical support to the activities of the pension system and its adaptation to the new information space has been developed a morphological model of the pension system in Ukraine on the basis of which the possible scenarios of development of the pension system can be obtained. And that can be used as a basis for the reengineering of the pension system and is included in various options for its study. The model highlights the key analytical problems of the pension system as a modern social and financial institution: a comprehensive analysis of the factors that determine the development of the pension system; substantiation of proposals for the organization of financial flows in the pension system with the aim of analyzing the effectiveness of savings management.The approach to assessing the effectiveness of the pension system is proposed and the system of indicators that affect the quality of life of the population with a socio-pension status is defined. It is proved, that the stability of the pension system depends on the functioning of the state and society as a whole: ideology, legal and regulatory framework, socio-economic development, cultural and moral education, social and political stability, etc.
