The thesis suggested theoretical generalization and a new solution of the topical scientific task of improving the models, methods and information technologies ofdistance learning of a higher educational institutional the expense of optimization of its components, which are essential for the theory and practice of the various informational systems' construction. The definition of information technology of distance learning of a higher educational institution as a combination of methods, processes, software and hardware, integrated into the process chain, providing the execution of information processes in order to improve the quality of the system by using the software was suggested formally. The improved model of the distance learning system on the author's best choice, unlike the existing ones, provides the technological features of the software, which are revealed in subjections and connections among the elements of the network structure of the system of indicators. The improved model of the system of indicators and quality assessment criteria of the distance learning complex software system, unlike the existing ones, includes the peculiarities of software, allowing to form a hierarchical system of indicators and criteria for solving the problem of software complexoptimization. Information technology that is used to form the distance learning system of a higher educational institution is introduced in the educational process, which is confirmed by the acts of implementation.
