Dissertation focuses on enhancing opportunities of risk orientation of Ukraine state debt policy through full consideration of complex threats to the financial market. These threats lead to the need for state support of state banks in the form of state banks capitalization. Theoretical and methodological approaches to understanding the nature of risk-debt policy are profound. The approaches take into account the full range of financial and economic influences that cause changes in state debt, along with concentration of measures for levelling debt creating factors that have the greatest risks. The economic substance of debt creating factors generated by the financial sector is analyzed. International experience in the use of debt borrowings as a source of state financial support for banks is studied. It is shown that the capitalization of banks through government borrowing is one of the most influential debt creating factors. The role of state banks in the banking system of Ukraine, and the mechanism of budget support to state banks and its impact on changing the parameters of debt are studied. Proposals for evaluating the effectiveness of state support banks are substantiated. Proposals to reduce the impact of capitalization as debt creating factor are developed. Recommendations for improvement of state banks capitalization in Ukraine in the context of the objectives of debt policy, along with the improvement of debt risks control, and deepening the coordination of debt and monetary policy in Ukraine are grounded and practically approved.
