Essay

TThe work deals with the problem of cultural heritage in Latin America international cooperation in the region. It deals as well with the interaction between countries within integration groupings. In the thesis methodological approaches of the investigation of the cultural heritage in international relations are grounded. As well the theoretical principles concerning the formation of cultural policies in the region are developed. It is discovered that due to necessity of evolution of integration in Latin America the regional states have launched the cultural integration using it as the base of political one through the protection of common cultural patrimony in the regional scale. It is established that one of the key directions of cooperation of Latin American countries in the preservation of cultural heritage to combat the trafficking of cultural property. In the second chapter we explain how the legal instruments such as intergovernmental treaties, declarations, memorandums regulate the problem of illicit trafficking of cultural objects in and out of region. It is important to note that one may follow up the relative division on subregions analizing the policy of certain countries who execute their activity on protection of cultural patrimony through integration groupings which they make part of. We have deeply analyzed implementation of legislation by member states of Andean community concerning realisation of their dues within a framework of Decision № 588 as well as an accomodation of national legal norms with those of organisation. We analyzed the cooperation of the United States and Central American countries in the protection of cultural sites through series of international treaties that states have concluded among themselves. We have shown the role of international organizations in activities to protect the cultural heritage. However The UNESCO is critisized by many scientists, it cooperates with latin-american state bodies and regional organs to accord assistance in elaboration convenient strategies and mechanisms to prerserve cultural patrimony in region. The Inter-American Development Bank has created the system of economic aid to regional states via projects which are to save historical cultural cities in the core cities. We argue that the Andres Bello Convention has promoted political, scientific and cultural sphere for cooperation particulary through the Iberoamerican Institute of Natural and Cultural Heritage in concern to saving the cultural objects and has becomen important intergovenmental regional organ working on integration. The independent international bodies such as the ICOMOS, the ICOM, the ICCROM provide special events via museum collaboration, monuments' protection promoting theoretical, methodological and technical applications. The civilizational factor and a factor of cultural identity have become the basis for implementation of policy in Latin America in the field of cultural heritage preservation. Such regional intergovernemental organisations as the MERCOSUR, the UNASUR, the Andean Community, the Central American Integration System have shown their intention to enforce regional intergration through projects which include the conservation of Latin American cultural heritage. The interaction between members of European Union - Spain and Italy and Latin American states emphasises the aspects of preservation of cultural heritage which concern special projects through intergovernmental cooperation. It is investigated that Spanish Agency for International Development Cooperation, a public law body under the aegis of the Ministry of Foreign Affairs and Cooperation, executes its policy through directive strategic state plans therefore contribution for cultural development. The Italo-Latin American Institute is an international body which creates programmes that respond to the priorities outlined in the development plans for its member states in sector of excellence for Italy, permitting the latter to assure its presence in the region and possible influence.
