Serdyuk S. Public Policy of Territorial Communities Development in Ukraine

Object of research: state regulation of land relations in the sphere of circulation of land of state and communal property. Purpose: to substantiate the theoretical positions and to develop practical recommendations for improving the mechanisms of state regulation of the circulation of land of state and communal property in Ukraine. Methods: categorial and etymological analysis, historical, synchronous and diachronic, structural-functional, comparative-historical and comparative-legal analysis, statistical and structural-system methods. The results: due to the fact that in the paper the issues of the theoretical and methodological provision of state regulation of the land and state property and communal property were investigated and the relevant scientific provisions, approaches and recommendations concerning their practical introduction into the activity of executive authorities and local self-government of Ukraine were proposed. Novelty: the conceptual provisions of the strategy of regulating the circulation of land in state and communal ownership in Ukraine are proposed and substantiated; The periodization of the processes of formation of the legal mechanism of state regulation of land circulation in Ukraine and others has been improved. Introduced into the Department of Land Resources of the executive body of the Kyiv City Council and others. Areas of use: public administration, local self-government, training and retraining of civil servants, local government officials.
