Shestak M. Environmental and economic efficiency of forest management on the basis of public-private partnership

The thesis paper deals with theoretical and methodological foundations of research of ecological and economic efficiency of forest management; in particular the environmental and economic efficiency of forest management has been addressed, methodical foundations to assess the efficiency of forestry enterprises business operations have been suggested; the institutional grounds for implementation of public-private partnership as an underlying determinant for increasing environmental and economic efficiency of forest management have been have been elaborated. The trends and regularities of reproduction, use and protection of Ukrainian forest resources have been assessed, the main indicators of environmental and economic efficiency of forest management in a heavily forested region have been analysed, and an integral efficiency estimation of state forestry enterprises of the region has been conducted. The directions to improve environmental and economic efficiency of forest management under modern conditions have been suggested. The partnership relations governing systems for forest management have been elaborated, which include: transmission of rights for temporary forest management, as well as public and private partners entering into statutory and non-statutory unions. An institutional support for increasing environmental and economic efficiency of forest management based on implementation of public-private partnership agreements into different fields of forest management has been formed.
