Svyrydova L. Economic and environmental instruments of the state administration of rational use and protection of land

The dissertation contains theoretical, methodological and practical summaries and recommendations for solving important scientific problem - improving the economic, environmental and legal instruments of state administration of rational use and protection of land. In theoretical terms the essence of the concept of «public administration of rational land use and protection» is defined, international experience of public administration of rational use and protection of lands is summarized, the best set of tools for Public Administration of rational use and protection of land is analyzed and selected. Also, the trends of public administration of rational use and protection of land in Ukraine are analyzed and the effectiveness of existing land administration is estimated. In the methodological aspect, the ways of land management, legal, economic and environmental instruments Public Administration land use and protection improving are suggested. In practical terms, a set of logical-semantic models of public administration of rational use and protection of land in Ukraine on the national and regional levels are developed. Suggestions, how to determine the size of fines for violation of land laws in the context of protection of land and methodical approaches to the evaluation of land use restrictions on private property, burdened with their conservation are justified.
