Thesis presents comprehensive historical and legal analysis of Ukrainian Soviet Socialist Republic (USSR) legislation on criminal liability in 1919 - 1959 in reliance on legislative acts, archival records and materials, theoretical study. State policy for development of criminal liability legislation in 1919 - 1959 was studied within the scope of systematized legislative acts, identified archival documents and researchers' viewpoints. It is defined that social relations have stimulated the development criminal liability legislation in the stated period with focus on Soviet political agenda specifics: War Communism, New Economic Policy, forced collectivization which eventually led to Holodomor (forced famine), industrialization, ideological struggle with "class enemies", mass repressions, state policy of WWII and postwar period.
