Essay

The thesis is devoted to studying of the constitutional and legal liability as an independent kind of legal liability vested in local self-government authorities' bodies and officers in Ukraine. The author formulated the notion of positive and negative constitutional and legal liability vested in local self-government authorities' bodies and officers; he segregated the political and constitutional & legal liability vested in local self-government authorities' bodies and officers. The author defined the peculiarities and specific features of constitutional and legal liability in the field of local self-government; he analyzed certain aspects constitutional & legal liability's correlation with the other kinds of legal liability vested in local self-government authorities' bodies and officers, e.g.: civil, administrative, criminal and disciplinary The author defined and analyzed the notion and kinds of constitutional torts as a factual ground for constitutional and legal liability in the field of local self-government. The author outlined and investigated the signs inherent constitutional torts determined with a general notion of tort (offence), having their specific indications in the field of local self-government.
