Gordieieva D. Foreign currency resources in Ukrainian balance of payments equilibrium

The thesis is devoted to development of theoretical principles, scientific and methodical approaches and practical recommendations for the economy supply by foreign currency resources for the balance of payments adjustment. An understanding of foreign currency resources was developed and scientific approach to their structuring was improved. An interpretation of the concept "balance of payments equilibrium" was refined in the light of the foreign currency resources movement. Most effective instruments of elimination of balance of payments disequilibrium depending on the type of imbalance were grounded, that is based on the systematization of approaches to the balance of payments equilibration depending on the types of analyzed balance, types of balance of payments equilibrium and economic indicators which can be regulated depending on the evaluation methods in time period. The complex analysis of the balance of payments for evaluating the procurement of currency in the Ukrainian economy was conducted; the main factors which influence the imbalance of currency flow were defined. The role of international reserves as the largest external asset of monetary bodies and sector of state regulation in the process of balancing the balance of payment was defined; the sources of formation, trends of usage, the goal of accumulation and the alternative value were analysed. It is proposed to differentiate between the conceptions of the sufficient and optimal amount of international reserves according to the instruments of its maintaining and the methodology of calculation the amount, the level of provision in the national economy is proved. The peculiarities of formation and usage of the currency resources of the non-state sector in the conditions of dollarization are analysed. The methodological approaches of providing the balance of payments equilibrium in the conditions of macro-financial instability which take into consideration structural disproportions of economy and consequences of capital flow circles are developed. On the basis of a scientific and methodological approach to evaluation the impact of relevant factors on the balance of payment equilibrium the proposition according to measures of economic policy implementation is proved. Scientific-methodical approach to the international reserves management based on an integrated assessment of their adequacy level was improved. The results of dissertation research are used in Department of Open Markets of the National Bank of Ukraine, Department of Innovations Development and Intelectual Property of the Ministry of Economic Development and Trade of Ukraine and in the Institute of Banking Technologies and Business of the State Higher Educational Establishment "Banking University".
